Roadmap is usually driven by multiple criteria, such as:

• Goals and initiatives, this involve metrics, measure, and KPI to identify key business;
• Time and Milestones: often related to business requirements. Milestones can be similar to Release;
• Alignment with Organization strategy;

Additionally, a Product Roadmap can be an extention of the Company Roadmap. That's being said, both required to be aligned.
